Hayward skips speech; oil execs fume over ban

BP PLC CEO Tony Hayward cancells an appearance at the prestigious World National Oil Companies Congress, while oil executives criticize a deepwater drilling ban in the U.S. put in place of the continuing oil leak in the Gulf of Mexico.
