Cheap Spanish Stocks?

As mentioned in yahoo, spanish stocks like TEF and EWP are cheap because of the consecutive drops in a week (http://finance.yahoo.com/tumblr/blog-cheap-and-unloved-spanish-stocks-are-a-buy-190840708.html).
